The ministry said the two countries additionally agreed to pursue long-term cooperation in the energy sector, including the joint stockpiling of crude oil and the establishment of an emergency response mechanism. During the meetings, Korea National Oil Corp. and PetroVietnam Oil Stockpile Ltd. signed a memorandum of understanding to build an oil storage facility in Vietnam. 苦主：汇款涉骗案　所有钱被冻结

有苦主称若款项涉及网赌案，户头里的其他钱或不会被冻结，但若涉诈骗案，所有钱将被冻结。赵彦青（52岁，司机）受访说，他在过去两年分两次汇了一共约1万4000新元给中国的亲人，但很快钱款就被冻结，去年11月被当局划扣。

H | “如果我们汇的钱涉及的是网赌案件，中国公安一般只会冻结那一个户头，里面其他钱还能转走。”但是他指出，如果涉及的是诈骗案，当局会冻结他们名下所有户头里的钱。苦主江志辉（50岁，建筑行业）透露，他往中国汇了一共近4万5000新元，在账户被冻结前，已经将钱全数取出，但中国警方进而冻结了他理财账户里的钱，并在今年3月全数划扣。

汇款中心各有回应

苦主们称，汇款中心叫他们找中国大使馆或公安，另一家汇款中心虽想要退款，但需要各种资料公证。苦主之一江志辉受访时直言，汇款中心多次让他们去找中国公安将钱退给他们，不愿意为此事负责。“中国公安向我们要汇款公司与第三方的业务流水证明，才能帮我们调查涉案情况，但汇款中心只推脱说跟第三方只有口头委托，叫我们继续等待，也叫我们去找大使馆。”韦先生（56岁，建筑行业）则说，另一家汇款中心则要求越来越多资料，如今还要求中国公安的划扣证明，所有资料都要有官方的盖章公证。“汇款中心说，拿到这些证明后，还要交由汇款中心的律师核实是否符合条件，可能只能退回一半的钱，律师也可能会完全拒绝退款。”　　他说，如果多次往返中国拿了证明，又被律师拒绝退款，那他们的损失会更大。有媒体联系了两家汇款中心欲了解更多情况，但至截稿前都没有取得回复。
